Once an action plan has been drawn up; Member States are obliged to inform the public of the content and the implementation of this short-term action plan and on the question of why they believe in the effectiveness of the plan. This information - which is, of course, best be made available at the local level where alert thresholds were exceeded - must be addressed not only to the public in general, but also to appropriate organizations, such as environmental and consumer organizations, relevant health-care bodies, organizations representing the interests of sensitive population groups and industrial federations. The purpose of this obligation is to enable broad public discussion on what measures would be most appropriate in order to be effective, though, obviously opinions will differ in this regard.
