Air quality plans - Article 23
Article 24 – Short-term action plans

 

Air quality plan may further contain information which a Member State considers useful. Directive 2008/50/EC mentions in this regard, by way of examples, specific measures aiming at the protection of sensitive population groups, such as children; it also refers to short-term action plans which are mentioned in Article 24 of Directive 2008/50/EC. This concerns in particular measures "in relation to motor-vehicle traffic" - which means in clear terms car-free zones, zones where only cars with particularly low emissions may circulate, where trucks are banned or speed limitations or other transport-related restrictions apply.

Other measures mentioned in Article 24(2) concern construction work, ships at berth, the use of industrial plants or products, and domestic heating. As can be seen, the underlying concept of such measures is in particular to prevent air emissions from point sources. However, both Article 23 and Article 24 carefully avoid imposing any specific measures for air quality plans: these measures are the responsibility of Member States and EU legislator did not wish - and had no right - to intervene.
