Where a claim is outside the scope of the Regulation, the court shall inform the claimant, and the court will proceed in accordance with national law, unless the claimant withdraws the claim. Where the court considers the information provided inadequate or insufficiently clear, or the form is not filled in properly, it will give the opportunity to complete or rectify the form using standard form B, unless the claim appears to be clearly unfounded or the application inadmissible (Article 4, para 4). Where the claim appears to be clearly unfounded, the application inadmissible or where the claimant fails to complete or rectify the claim form within the time specified, the application shall be dismissed.
