Offences under EU Ship Recycling Regulation 1257/2013
Introduction

 

Approximately one thousand large ships are broken up and recycled every year across the world. This is frequently done under very poor conditions in terms of work safety and protection of the environment. These large ships are scrapped to recover the metals they contain mostly in South Asia.

Ships which became waste, and which are subject to a transboundary movement for recycling are regulated by the Basel Convection, implemented in the EU through the WSR (see above). However, these instruments, and the related mechanism for monitoring and enforcement, are not adapted to the specificities of ships and international shipping. This recognition prompted the adoption, in 2009 under the auspices of the International Maritime Organization (“the IMO”), of the Hong Kong International Convention for the Safe and Environmentally Sound Recycling of Ships.
