1. Are the objectives of directive 2003/4/EC and EU Regulation 1049/2001 similar or different?

Both enforce citizens’ rights to receive documents from EU institutions but their area of application differs: 1049/2001 is deals with access to only general procedural documents while 2003/4 deals exclusively with environmental information.

As far as access to environmental information is concerned, both have the same objective: to give full effect to the first pillar of the Aarhus Convention.

The objectives are completely different since one aims to disclose information to the public and the other one ensures confidentiality of institutional documents.
