Scope of the SEA Directive
The provisions determining the scope of application of the directive are mainly expressed in two related articles. Article 2 sets out certain characteristics which plans and programmes must possess for the directive to apply to them. Article 3 then sets out rules for determining which of those plans and programmes are likely to have significant effects and defines the temporal scope of application.
