Strategic Environmental Assessment (SEA) Directive
The SEA Process

  • Monitoring

The plan adopted must incorporate conditions for monitoring the significant environmental effects in order to allow the Member State to identify unforeseen adverse effects and to undertake appropriate remedial action (Article 10, SEA Directive).

The process needs to be transparent and therefore designated environmental bodies have to be consulted in determining whether a project or plan is likely to have significant environmental effects. Public participation, e.g. consultation through stakeholder groups also takes place during the scoping stage in order to determine which issues should be addressed in the environmental report.

When a decision has been taken, i.e. a plan has been adopted, the plan maker has to issue a report showing how account was taken of the environmental report and the results of the consultations.
