Under the Framework Directive disability discrimination is only prohibited in relation to employment, occupations, vocational training and related fields. Unlike racial discrimination, disability discrimination is not prohibited in the provision of goods and services, education and housing. However, it is important to note that many Member States have gone beyond the minimum requirements of the Framework Directive in their national laws.

There are three aspects of disability discrimination examined in this module:

  • the implications of the EU ratifying the United Nations Convention on the Rights of Persons with Disabilities ;
  • the extent of protection relating to disability under the Framework Directive;
  • the requirement to make reasonable accommodation under the Framework Directive.
